Owens had a good "callup" because he was on the main roster and had an introduction to Raw and Smackdown prior to his full-time debut, and was put with Cena with a crowd that knew also who he was. Owens and Zayn were lucky enough that people had known who they were prior to NXT, or had learned about them through NXT.
The Shield "flopping" makes absolutely no sense. If you wanna talk about a flop that was pushed and had not only investment from the crowd but also moved merch sales, look at Finn, who was the face of NXT for a while because of his merch sales, he was one of the top guys for like a year while still in NXT.
