Having Cody win back to back Rumbles seems unlikely. Maybe after a shameful display of retaining his title at a PPV, Cody has enough and attacks him and is forced to get drafted over. But really, this is the wrong move.

Ah, see that's a one-time gimmick match kayfabing as a basketball scrimmage while also being a wrestling match, meant to show off the dexterity of the wrestlers and provide an entertaining visual spectacle to the fans.
