Would the character mankind still be a top 3 draw throughout 2001-2003 wwe if foley didnt retire the character and still worked full time?

Mankind was never a draw. He just lucked out because he reached the top at the time WCW imploded and so millions of WCW fans started watching RAW instead
He literally won the wwe title for the first time on the exact same night WCW's "finger poke of doom" happened which was the nail in the coffin for WCW

No. I don't think he could have continued to one up his big bumps.
And, too bad he didn't get a good sendoff. Instead, had to do that stupid WM16 match, and subsequent returns. Although, Orton 2004 was good.
