We were directly below the surface of the Sun. The Tower of the Gods led to the surface of the Sun itself. Within, I imagined that is where one would find Heaven. But the realm of the Emperor was not part of Hainei, it was outside. A place totally disconnected to us all, in which the only path to it lied in the Sun itself.
The Emperor was beyond all reach, simply an observer to the world he withdrew from. And so long as he was there, his power would never dwindle.
