The blue cassettes both play the same message: a low voice, technologically distorted by a voice changer. The voice congratulates you on finding this tape, and tells you that it has a test for you. Then it recites a ten digit number, and an address in the city.
The address leads Mizuchi and Rainfall to a pay phone. Calling the number from the phone connects you to the same distorted voice. "We know who you are, but you don't need to know us. You only need to know what we want, and what we can give you.
"What we want is to upset the order of things. What we want is to shake this city out of its complacency. What we want is chaos."
"We can give you the tools to make this happen. Your first use of these tools will be a test. If you impress us with their use, more will become available. Don't disappoint us."

He's a busy man these days, but Mizuchi finally gets a chance to track down the source that the old veteran told him about. A place to buy a serious weapon. He'll need it now that Stormsplitter was destroyed. A noble end for a sword, blocking an attack from a chainsaw.
The place seems like an ordinary Chinese restaurant at first, but when Mizuchi gets a glimpse of the old cook, he recognizes the telltale signs of a master swordsman. Over a bowl of noodles, Mizuchi confesses the loss of his beloved blade. Sizing up the young buck, the old master tells him to come back after hours and have a look at his private collection.
