Have strike squads have griffins with firebombs from low altitude to guarantee hits, and then another griffin from higher up will follow up with flechettes to take out the crowds trying to put out the fires, or at least suppress them behind cover; have them less willing to go on deck to fight the fires. Looks like fire by themselves won't be enough to cause the enemy to panic in fear.
