A safe place to seclude if you need to, where you can bide your time and keep track of your belongings, and from where you can foray out to take action.
So with this in mind, you stalk up and down the coast searching underwater for a suitable place, and eventually find a comfy undersea cave. Large enough for you to fit and traverse inside without trouble, not too deep and not too far from land. Using the magic conch to illuminate the way (not that you need it) you explore the interior of the cave and are satisfied with what you find. From here, you can harass and plunder up and down the coast without more than a couple days swimming, and at the closest point of land it's only some tens of minutes upward.
Now then, having explored the cave and shoving your pet human inside with your other belongings, you can plan and prepare.
