If you're not going to go for primal Saiyan then it just doesn't seem logical to incorporate the outdated Oozaru (unless you're just using the power in base or a super Saiyan-like state) into your toolkit. The tail is a vital point that can and most certainly likely will be cut off. And unless you're like Cumber who can use ki as its medium for a replacement or any of the people capable of summoning the power without the tail like Broly, it just seems at its default stage to be far more a liability than a net gain. Hence why I'm surprised nobody tried to rectify that problem or commit it altogether.
