You didn’t catch all of it, but in between the angry looks and several men having to pin down the red-haired warrior frothing at the mouth you can tell that the Norsikaans present are immensely unhappy they will not have the chance to claim your name. From what you gather that name can only be taken from your corpse, a non-lethal test of arms will not suffice.
Worse still, from the Norsikaan point of view, the Dictat likely applies to potential applicants of cohorts. In fact that was explicitly included as a condition when bored Norsikaans began volunteering for duties at the docks or City gates so they could have a chance at challenging and slaying worthy warriors travelling here with the intent to join the Dragon Guard. Your admission that you had not yet ultimately decided whether to join or return home is yet another headache for the Dragon Guard officers as to whether the exemption still applies.
