https://pastebin.com/6EUpvCyT, and your sponsorship rewards you just got), you can offer him whatever without anyone having to come to a majority vote. The vote to decide if you want to give him it is when everyone votes on whether to accept or not.
So basically, offer him what you want, decide later if what he's offering in exchange is worth it.
