Ah but that's the part that confuses me a bit, since I actually did take that into account when doing my turn and I was under the impression that it would work the same with cities. In the rulebook cities small to large are listed as having F speed, meaning L0-DI should always take his actions first as his speed was E, and kaijus with higher base speed go before kaijus with higher rolls. If I recall correctly simultaneous actions only happen if both are tied in rolls and speed. Armies have E speed though. Note that I'm not even mad about it, just trying to understand better kek.
