Over the ages he would fight across the galaxy in the service of the Empire and would fight in it's long bloody decline. It is from the disgraced and disheartened remnants legions that he would forge together the Emerald Dawn.
While the force may have once been equipped with the most modern of cutting edge weapons the lack of imperial backing has resulted in them purchasing outdated equipment, cobbling together their own out of scavenged pieces and raiding for more advanced pieces. As for the Blackmail it represents the willingness of the Legate to use clandestine means to pursue his goals and compromising material gathered on former nobility of Gothograe.
