You can construct it on this planet or within the Mining Rig, it could even be something like one of those land carrier style (Homeworld Deserts Of Kharak etc) factories on tank tracks that rolls on and rolls off etc. or moves around (I am hunting for good concept pictures of these things hehe)
I think though the main issue with manufacturing is power, power supply.
On the ship you would have no issues, but if you were to construct it on this planet they probably could not use the manufacturing facilities without your ship's power - or alternatively, they would not be able to build any tech beyond their atomic-era / vaguely our real life current contemporary tier of technology. (ie it looks like pic related) To upgrade their tech to exosolar-tier would take probably the resources of a dedicated colony ship.
So I think I will let you choose this before I go and hunt for some pictures and construct the scenario:
