Turns out I didn't at all need to think of limiting Talos weaponry to Pistol only, because presuming Primarch's count as Monster (or we get Talos to Vehicle size) they get a special rule that lets them fire any ranged weapons even if enemies are within their engagement range.
I am under the belief that Primarchs, being so big and huge, would naturally count as Monster. At least, that's what they did for Guilliman. Up to QM if Talos or Primarchs count as Infantry without something special.
