The criminal underworld consists of the type of scum and villainy you can typically find in cantinas scattered across the galaxy such as bounty hunters, smugglers, pirates, crime lords and mercenaries. They are typically not bound to any larger galactic government but larger criminal organisations such as the Hutt cartel, Black sun and Zann Consortium.
While it is typically beyond the pale for planetary governments to deal with such lowlifes it can on occasion prove useful for the times when you need to act outside of imperial law. Like hiring a smuggler to bring in prohibited goods or a bounty hunter to eliminate someone too dangerous to arrest.
As of right now, you have no dealings with the criminal underworld.
