They are not to young for mom to have been a Death Eater from the Second Wizarding War, one who managed to hide for a few years before being caught. She went into hiding, got knocked up and then the ministry finally tracked her down. The ministry kept her out of prison long enough for her to give birth, twice, before sending the pair to be raised by their father or a family member. Right now her mom is rotting in Azkaban, serving a life sentence for some pretty evil shit and only having briefly ever seen her kids. Idea might work as well if dad was the Death Eater and either fled when their mom was pregenant or got caught and mom died giving birth to Arty and they were put in state care or a relative's.
