Stack several more of those ships, unrelated migration, and their board falling on that sunk-cost fallacy resulting in a bankruptcy and Archonal being formed.
The sublayers of the Arcology absolutely exists, with empty spaces inherited from decommed ships or sections being the greatest contributor of that lot. Pre-Grid AGS turned a whole bunch of these areas into robot-only spaces because it's cheaper, Post-Grid AGS kept some of those unassigned areas livable but followed the Grid's malignancies and introduced bizarre or harmful designs to the place.
Grid implants could theoretically guide someone here, but I'll take the path that it wouldn't be something you can do without learning how to specifically ask that query and interpret the Grid's responses.
As for enclaves, they have the possibility to exist, but unless they're a strain of the Rewilders or anti-Grid, AGS thinks of them as people that they need to shepherd and manage as part of their duty to their station and the Grid.
