Replaying the games and a few mods, I've thought about running a Fallout quest based off the Fallout ending where the Brotherhood of Steel becomes a dictatorship. I'd set it in the few years after the first ending to get a full view of the Brotherhood's change into the Steel Plague and it's scourging of California. I believe it'd be a really interesting idea to play around with especially with all the new material about Fallout made after the game, both things publish and stuff that was only concepts.
My problem is I can't decide which type of quest to run it as. A nationbuilder gives a strong control to the players and would better allow them to really get the gravitas of helming a techno-religious nation smothering humanity's attempts to return from nuclear Armageddon. But I have no experience or much knowledge of those types of quests beyond the few I've participated in, so I'm not sure what sort of system would be best to use. Additionally I still think playing a individual would offer a more personal perspective and is something I'd be more confident in writing, but I worry it'd be much slower in the start and would need a swapping of characters in order to touch upon more aspects of the franchise.
