Hale once told me this place was a slums home to scum. An inverse of the opulence of the Capital's mighty walls. He was right.
I was out surveying places in the world I'd not been to before, and I decided to take a look at this place. It was one of the few places in Shengesia that could be said to be in the same degree of poverty and destitution as much of the Sword Continent. It was a township that saw better days. Lots of the place was muddy and flooded out by seasonal floods and broken dams. Many people were shirtless, and wandered adrift in the muddy flows like it was everyday life. They fished for most of their food, and boats were plentiful here, it must have been one of the only places safe to go farther out to sea at in Hainei. Favelas dominated much of the place, and what high rises I could see were populated by brutalist arrangements of buildings.
This was the heart of the criminal underworld on Hainei as well. The Wei dared not dirty their boots going down on foot, instead preferring to circle the slums by their dropships in the air, searching for signs of rebel cell activity or organized crime. At least in a dropship, they never ran the risk of getting stabbed in the back by the "scum" here, and could freely fire as much as they wanted. It brought into question for me just how much of a presence the Dark One had in a place like this... Turning to him would surely be easy in these conditions.
This is certainly a place that needs a lot of help. And any place that needed help, the Psyops might have a chance at. I better consider more operations here for the organization...
