Yes, that was what his Father said. Guilliman in the end was a servant of Macragge and now he serves the Imperium. His interests are that of Macragge and vice versa, with his mind taught to keep him in line lest he deviate from that truth.
So that was the issue here. To agree to this is something that Guilliman could not accept because it is not in the interests of Macragge but the Mechanicum. As a Ruler Guilliman’s first and foremost duty was to protect his people from outsiders. Even if they are his brothers Guilliman should at least make sure he made the right choice.
In the end, can Roboute Guilliman walk to Tarasha and tell her that he sold off his own people for more guns and a few lessons from his brother. If Guilliman was not so large he knew for sure he would be spanked for even considering it. She might still try. At this point he would have let her have her way with him.

Guilliman almost let out a sigh of relief hearing those words. If the humors and temperament of his brother was any different that would have been a deal breaker. He was not senseless though. Indeed in the end his brother was getting a winning deal which was exactly what Guilliman wanted for his brother. The support Guilliman will be getting will cause a massive surge in both garrison and offensive abilities of his people.
