Naturally it takes them a while to get to the surface. They are probably taking their sweet time exploring all the sights of the Ryugu Kingdom. Not to mention how they need to wait for their log pose to lock onto its destination before continuing. That is also a good reason to shoot at them. Being an artificial island, Outer Heaven has no magnetic field. Though that gives you an idea. What if you took a big chunk of earth from a nearby island and brought it here? Would that trick the compasses? Questions for later.
A few days pass before their ship finally reaches the surface and all alarms go off on the island, as per your instructions. Today is quite a stormy day with the waters being violent and black clouds filled with lightning gathering above. Even the sea can't contain its own excitement. Quickly flying to the top you watch from the flagpole as the massive cannons of Outer Heaven take aim at the Thousand Sunny and open fire twice. One shell for each year that bastard made you wait. The bombs land next to the ship and the explosion splashes the ship with a great deal of water and it makes the island whales that surfaced with the ship scatter. Even from all the way over here you can just FEEL him seething that you splashed water on his ship.
Laughing your butt off you go back inside and take your place at your big chair, waiting for your guest of honor to finally arrive. They head straight for Outer Heaven and they get escorted inside. By the lack of people running to the docks you guess they did not resort to violence just yet. Finally they enter and draw all attention on themselves. The typical bustling of the great halls ends as all eyes turn to look at them. The silence is only broken by a single persons slow clapping.
"Ke ke ke ke ke. FINALLY! After all this time! You're here!"
