Whether or not you go with the lore of him having other perpetuals besides Malcador of venerable age from before the DAoT who have been helping him with his plans for millenia of human history and he used them and their vast intelligence of the ages to create the Custodes, Thunder Warriors, Primarchs, etc.
Or more older lore where it was really just him and Malky's thing, and the rest being just regular genius human dudes who happened to still be scientists in the age of strife.
