You have Doc as a backup, but their lines of work are different. She's still the expert at everything to do with the City, even if his Digimon knowledge is superior. You don't have much of a choice other than promising to be good. Maybe Phascomon would have told him to screw off, and been fine with leaving, but you can't cut out your most efficient human allies so easily. You've grown past that point, after all your experiences. Just enough to recognize that it would hurt you more than them.
"The Sealsdramon incident- that wasn't a mission. That was an emergency situation. I don't have to follow your lead in those."
"Fine." He agrees. "The rest of the time?"
"If I agree to go do something with you, then sure. I'll listen. Or not go at all."
"One or the other. I just need you to never subvert my orders in front of my team again."
You say nothing else. The confrontation is ending, you have no need to make it worse.

About thirty minutes later, you're sitting around the meeting table. Squid is projected on the screen behind Wind, and is gawking at the bunny on the other end of the table. You and Phascomon are by the middle, serving as neutral parties, while Pulsemon positions himself by the boss.
