Gotta say its nice that Talos is able to take something of an off hands approach to war, or rather, that he can rely upon an intelligent and generally competent team of mortals and astartes to achieve victory. Talos may not be the only Primarch who leads a host of mortals per say, Perturabo and Roboute both made regular use of mortal auxilia, but they were certainly hands on generals (especially Pert).
Talos will intervene where necessary. But unlike Perturabo whose focus was the efficiency of the troops and supplies he has, and Guilliman whose focus was the tactical efficiency and initiative of his soldiers, Talos values the the efficiency of the means of war and materiel production. What you have at the front is in direct relation to what you have being built in the rear. He'll provide the war machines, the technology, the troops, now use that to achieve victory.
And unlike the Imperial Army, it isn't just brilliant generals and commanders he forces can rely upon, but the wisdom of machine, algorithim, and the noosphere. For as brilliant as any Imperial Army General can be, as fast as his messengers and vox beads are, as old as his rejuvenates have let him live, how could they possibly compare to a brilliant Domini backed up by the collective knowledge of so many priests and blessed by assurance pf a strategy approved as the greatest possibility of success via calculation?
What we've lost in abandoning Primarch presence, we've gained through the respect and competence of a myriad of subordinates. In that regard, we might have achieved what Guililman was hoping to encourage among his own sons. The ability to analayze, adapt, and compute a solution to the problems of war.
