A race of all Emperors would have just done the same thing the Dark Age Eldar did and imbibe in endless debauchery of immortality or be like the Old Ones and fuck around with creating lifeforms until another Chaos entity formed.
A race of Blanks/Soulless meanwhile, could also indulge in endless biological immortality with the right genetic tinkering and do all the debauched things they want but without a soul they wouldn't generate any fuel for beings like Slaanesh, and upon death they would go in peace.
