As another note, Reaper's Path also lets you ignore terrain obstruction, in case it wasn't clear. To a certain degree- you can't railgun a shot through the whole city, but you can smack through one tile of crap easily.

Besides their general ill-discipline, there's more to it than that, though, because the Petrekorans would also presently be considered as acting rogue, or deserting. They definitely are not acting with the blessings of any government in exile or otherwise declaring secession- a Twaryian would simply say that the Petrekorans are supposed to be fighting for them anyways, so their gear, really, belongs to them.
