In her time Tana has always relied on physicality and brute force partly because she is naturally gifted with it, and partly because being underwater and using water magic is difficult and not immediately obvious as to the effects, compared to using it on land obviously. Another reason though, is because she always acted as a scion on behalf of the goddess Kili, so commanding the seas was always a more divine aspect meant for the goddess. Although possible, she would have considered it blasphemous to the goddess, however now alone that concern isn't so strong anymore.
In a sense it rests on the balance Tana can establish between physicality and divinity, the more attention or efforts paid to her godly potential, the more is possible with supernatural things like controlling water.
