He has full control over what transpires on the surface of The Priest and has the authority to order the soldiers who are stationed there. Malke decides to name the base "Fort Priest". Very creative.
You also put some eye angels in the sky around The Priest for good measure.
Neither Blue nor Red seem satisfied with this, Red thinking you're being too soft on The Priest, and Blue thinking you're being too mistrusting.
