As he is now, he's what's commonly known as a "beta cuck." Never able to do things for himself, always needing to seek help from others. We pretty much carried him through the Babidi Arc.
And in every conversation with an adversary, he gets circles walked around him and he keeps going "BUH!?" and getting surprised. He's not really a dominant or proactive figure, he's just there for evil plans to get sounded out by him going "Metal Gear? That can't be!"
If he doesn't speak up now, he will forever be a side character in his own story.
