When the main characters arrived on Port Argent, the only things that I had decided were that there were two competing mob factions who controlled the station, that one of them was a creepy guy in a tank, the other was seafoam blue and had a court witch with a dead psymond on her staff (I later decided to change up the psymond) and that the Solenian queen had been lured to the station.
I tend to make a bunch of minifigs for a location, then assign them roles as befits the story.
