"Baseline humans are loyal, but it is the duty of the servants of the Machine God to uplift them to their true potential. Do we not see how the Emperor makes the Space Marines to know no fear? How our blessed Skitarii and Techpriest too have slain their primal fears and pains?
We shouldn't let them suffer these things, but give them the means by which they can overcome them and be closer to the blessed machine.
Also I know there are some of those regiments who are exposed to space marines and have overcome their fear. Their experience could be followed."
Basically, fear may be natural.
