Maybe he just wants to get us good enough we can actually kill him? He is living in solitary confinement on a fucking rock. Maybe he actually feels bad, to what ever degree someone like him can, and like getting Elliot good enough to take him down is his redemption? I could see his final test being hurting Arty, hurting her bad, and putting her in a position Potter can't 100% save her and making us kill him. Potter did say we needed to find the will to kill.
