The first seems to be the bell of the Clock Tower, suspended via gravity escapement to the mechanism of the Algorismus, and the Clock Tree. You are not sure as to the purpose of this bell - is it some form of alarm, or warning? Perhaps, though, if you shot out the oscillating pendulum, you could send this bell plummeting down, raising the platform and granting access to the highest inner chamber of the Clock Tower.
