I think electroshock stun throwables can be available fairly quickly as you compel Clara the technical researcher to work on this whilst she sobs pitifully at her plight at being shockingly kidnapped by cyberninjas. The shurikens themselves probably could not contain enough charge to actually destroy any robotic things, merely stun them. They would also be LOUD and conspicuously visible once thrown as they emit electric arcs and sparks when discharging and may set things on fire, hehe.
