Depends what you mean by "higher". Higher in that we have a higher proportion of intellectual elites, lead by an extremely intelligent primarch whose followers are hyper dedicated to the quest for knowledge and willingly embrace the merits of transhumanism to achieve it? Well yes.
But this whole egalitarian, enlightenment of the masses thing is, as the ancient saying goes, 'For the Avians'. And they went extinct on Terra millenia ago.
If the common serf seeks more knowledge than that needed to maximize their efficiency, they need to prove in the factorums and apply themselves as an adept, just like any other. And this is extremely unlikely given there's already a waiting list of objectively superior nobles who have been downloading higher aristocratic education from almost before birth to serve the Mechanicum anyway. Not like factory life gives much time for superior education either.
