The Mothpeople formed something called "The M Empire" or "The Mpire" for short. All of the actual Mothpeople live within the walls of the castle, while everyone who lives in the city below is peasants or slaves of a different race, mostly cat people. The slaves are tasked with making food, and then bringing it to the castle. They are not allowed to actually enter the castle and instead put the food through hatches on the castle walls. The castle gates have not been opened in 500 years.
