While in the movie Beerus is more ambiguous than outright antagonistic like his anime and (to a lesser degree his manga counterpart.). He does his job of a destroyer with more dignity than in the anime where he would destroy a planet on a whim for more catty reasons than being justified in the manga or the movie.
It's a Future 17& 18 to the main story 17&18 scenario where Universe 7 (Anime+Manga Beerus) is far stronger than our Beerus (Movie) if the movie Beerus needs to use nearly 70% of his full strength to trounce a full-power SSG Goku. Then, anime/manga Beerus would only be around 20-30% in that same fight. At best I would rank by estimate and loosely based interview that Beeru's strength at Full Power would be around Merged Zamasu's strength since Toriyama initially saw him as an enemy that requires two SSBs to fight yet still stronger but not by a massive margin. At the same time, Anime (especially manga beerus)'s strength continues to escalate and become more powerful as time passes.
At the end of the day, it's a non-sequitur that keeps fluctuating due to outside factors, mostly cause Toriyama wants Beerus to be the power ceiling and end goal for Goku. So to respond to Goku's strength he arbitrarily makes Beerus stronger as a result depending on the medium.
