Seems the wishing heart has been used only twice since its initial use all those years ago. The second wish was for wealth, and the third was for someone's mother to be cured of a life-threatening disease. There has not been a wish in about 36 years or so, as when the heart broke last time, one of the pieces landed on The Southern Continent.
