In Nov 2019, the Russian Kosmos 2542 was launched to shadow USA 245, which is possibly an electro-optical digitial imaging reconnaissance satellite in the KH-11 Keyhole / Crystal series; Kosmos 2542 then released an inspector subsatellite, 2543, that forced USA 245 to alter course; yet by July the Russian subsatellite had released yet another unidentifiable and unregistered high velocity element, designated Object 45915, manoeuvring at a relative velocity of 200 m/s, and changing its perigee and apogee by 100km and 170km respectively, bearing all the characteristics of a co-orbital weapon. These alleged Russian inspection satellites, known as Project Nivelir ("surveyor") are said to exhibit "nesting doll" or Matryoshka capabilities, potentially deploying miniaturised microthrusters or microelectromechanical systems using sandwiched ignition, combustion chamber and nozzle layers to deliver a payload.
