I think its possible to try and either discover (or fabricate) a narrative of a local greater state or realm from the Old Federation, much like the 500 worlds of Ultramar. Consider IRL how many powerful nations tried to recapture the identity of Rome. I don't think it's unlikely at all that the Gothic Sector was once part of some Federal region.
Also, of course, we cannot forget the Mitu. In this timeline I hope they aren't wiped from memory in the far future but form the basis of a shared hatred and trauma from them and the despising of the psychic xenos and the supremacy of man and man's machines.
