However, while you're clearing space, they'll show up and trouble you for a while, until he can convince them to back down. You'll get a variety of Digimon Rookies coming in, and lots of scan material, but they won't be particularly powerful.
>Closer towards the center of the ring-shaped district. When the vanguard comes, you'll be ahead of them. They'll have to deal with the initial wave of Digimon, which isn't what Hi-Commandramon wanted, but you won't be shot at by them or inconvenienced for a while. This will give you the chance to defeat and scan some of the stronger Digimon that you assume are going to be further inside.

For one reason or another, you don't want to spend your energy and resources cutting through an army of minions. You want to go right for your prize. You'll be far ahead of the City Digimon, which is particularly prudent since you don't trust Hoverespimon to be on mission control. They'll essentially be doing their part without your help, and you'll be proceeding without hindrance.
