We can literally make the entire population of Deimea on par with a Space Marine. We should deploy a nanite swarm to simply inject everyone on the planet with a retrovirus so that all new children born planet wide have maxxed out genes for willpower, health, and intelligence, and all of the space marine organs that won't cause a massive increase in resource needs per person. Then in 16 years we'll be able to take the top 1% of them and have a truly astronomically enhanced willpower military.

Dolphin Lung - Simply causes lungs to become 5x more efficient at oxygen sequestration, and able to sequester CO2 from the bloodstream.
These two organs work together for massively increased athletic performance, endurance, and breath holding.
Uplifted Thyoid - Combine all the hormonal structures into the thyroid. Make males develop iron enriched bones like beaver teeth and larger muscular bodies that can be supported by a red meat rich diet alone with maybe 1000-1500 more calories per day. The increase in productivity should easily be able to keep up with the increased dietary needs.
