Muscec is a province of the Woldorian Principality. Its aristocrat is technically still the 'king' of the state, but is beholden to the divine authority of Woldor and Lady Eikn. Neither will even consider the idea of a breakaway of any states. The Woldorian Principality is a clan composite and universal monarchy. It is exactly for the reason that the Final War is ongoing and the known aggressive expansionist policies of the Trinity Kingdom that elevating independence of any client state is not possible to negotiate. A Heer regiment is already present in the region, but has withheld from occupying Muscecian cities, as martial law has yet to be declared. What few elements of the Heer regiment present are being diverted to upholding basic law and order are overtaxed maintaining leniency despite the troubles...
There are a number of notables to keep track of here. Firstly and most importantly is Pieropalquis XIV, the rightful Muscecian King. He is currently the acting Marquis of the Woldorian Province of Muscec. Technically, the title of Muscecian monarch was never dissolved, it was merely renamed. This is what the Muscecian nationalists hope to rally behind.
Secondly, Pieropalquis' personal Hauptmann is charged by the capital, like every Hauptmann, with ensuring that treason and dissent is not sown. He will be the one who gives an order for martial law, if it comes to that, and he will use martial law to try eradicating or assassinating any suspected dissenters. He currently feels that the situation calls for it.
Thirdly, Pieropalquis' is not an experienced ruler. He has a number of advisors that help guide his administration of the province. It is obvious that some of them may be among those stoking or heading the nationalist pushes, and it may be possible that, if we suspect Trinity or Khanate hand in the situation, one or more of these advisors may be in a similar light to the Mayor of Belkinsire and Goessioto we found among the Illuminati.
The Muscecians have no organized body, they are all mostly acting off their own inhibitions. If a body is hidden, we would have to discover it and bring it to light. Or if a body is about to be officially founded, stopping this crisis from resulting in a civil war would hinge on preventing the formation of any organized body or group that will attempt to become the mainstay of Muscecian independence.
We have received word that the Heer may attempt to scare the region into compliance by the use of a Schlosskreuzer, which according to our intelligence is a massive tank fortress designed to flatten cities with its massive treads. Keeping such a piece of equipment away from any city is preferred. The usage of such a thing would constitute a major escalation by the Woldorians, despite their leniency.
