We should be able to offer our mortals the ability to fight without fear or pain, for these are the weaknesses of flesh and do not benefit anyone. Rather, we can map out the parts of the brain responsible for devotion to duty and instilling courage (not agression, let's not go butchers nails here), and give the soldiers a little help. This can be done chemically or electronically, and there are canon regiments that do similar things (Geno-52 Chilead/Afriel strain) only instead of mutation we can try electronics.
Tech-Thralls are a cost effective way to boost the strenght of mortals without being as expensive as Skitarii. However in canon they were more a punishment. What if instead we marketed it to guardsmen as a great honour, to be seen as so gifted and willing to fight that they have earned such great augmentations to truly serve the Imperium in the highest capacity?
