The Interfed identified them as 'Soleil'. We don't know their motives, but we're working to trace them right now."

Interfed - short for International Federation, a kind of police network between countries. It's very likely this hitman is being pursued by Interfed, and you're willing to bet that their agents will arrive within a couple of days to look for this 'Soleil'. Problem is, Interfed is also most likely chock-full of foreign spies masquerading as lawbringers, and some countries doesn't even hide it. Ugh.
