The most damage the infiltrator can do to the settlement is enact a vicious backstabbing streak that turns the settlement into a massacre of infighting that triggers a hunger riot/cascade. The second worse scenario is just as bad if not worse depending on the mileage in which the infiltrator influences the politics that turn the settlement against its own constitutional principles.
Up next but slightly less damaging than the other worst case scenarios are the classic mole scenarios where the infiltrator sets up a back channel that allow the success of a hostile take over of a rival faction regardless of the amount of bloodshed.
less bad than the classic mole but just as bad is the resource drain problem where the infiltrator simply drains the settlement resources at a dangerous rate akin to a blood sucking parasite. Painful that leads to complications long run.
Finally there's the classic information network infiltrator.
That's the danger of having an infiltrator in a settlement. It's just long-term pain and damage the longer it's left alone.
