This ritual is one of a bishop's most important obligations. The newly departed may need the blessing of gods but mortals shouldn't be left behind, too and some partings are so much harder than others. Priests and bishops can accept the souls of the recently dead unto themselves, those who have yet to be guided by Father Sky into their next stage of life to say goodbyes to loved ones or bring messages to others.
Children from nobles to paupers are always, <span class="mu-s">always</span> given this honor, even if the ritual sometimes fails. Could that be the case here? Are you being too judgemental?

>He likely wants to communicate. Go outside with a pen and some paper, let him conserve his energy by writing instead of trying to vocalize.
