Much of the internal corruption revolved around compromised individuals leveraging their positions to give the criminals access to resources. Shuffling the work schedules so that the inside men could no longer reliably make contact with their “handlers” and requiring multiple people to sign off on equipment use put an end to that… It also slowed work down and annoyed the fuck out of everyone.
