It’s the only hope we have, politics being as they are.” It’s a statement of defiance rather than an admission of defeat - it might be politically impossible to do what you’d really like to, but you will do <span class="mu-i">something</span>, give the future some chance to grow. Will it avoid a war? No, almost certainly not, but some parts of Luna are far less likely to face destruction by nuclear strikes due to sophisticated defense systems, the innate durability that comes with underground cities, and the importance as industrial and logistics hubs… and the humanity of their residents, as a sadly very distant factor. That kind of war will make monsters of everyone.

That <span class="mu-i">without force</span> is reassuring, though you’d already assumed he was not sending his officers around to kidnap people from their families as Kycilia has done in the past. The Earth Sphere has no shortage of orphaned children in state care, or emancipated teens with little or no family left. More detail of what methods will be employed can happen on another day.
