As for your second point, I personally do want see some mixed units formed once the next class of Spartans is deployed.
Not en masse for the reasons you mentioned, but perhaps select juniors could be used to fill gaps in existing Spartan fireteams as they emerge.
While some teams would take it better than others, I think it would be the easiest way to maintain unit effectiveness in the short and long term post-tragedy.
